Japan’s ruling Liberal Democratic Party has formally approved a sweeping new policy framework designed to merge artificial intelligence, blockchain infrastructure and tokenized finance into a central pillar of the country’s economic growth strategy.

One of the most ambitious components of the framework involves the potential tokenization of Bank of Japan current account deposits and the broader development of wholesale central bank digital currency infrastructure.

The LDP said key policy discussions surrounding tokenized BOJ reserves and CBDC architecture are expected to be finalized before the end of 2026.

The proposal effectively places Japan among the most aggressive major economies exploring direct integration between traditional central banking systems and programmable on-chain settlement networks.

Megabanks Push Toward Yen Stablecoin Launch

The framework also strongly backs the ongoing stablecoin initiative being jointly developed by Japan’s three megabanks:

  • Mitsubishi UFJ Financial Group
  • Sumitomo Mitsui Banking Corporation
  • Mizuho Financial Group

The plan targets live deployment of yen-denominated stablecoins by March 2027, creating a regulated domestic settlement layer designed for both enterprise payments and cross-border financial activity.

Officials view stablecoins as a strategic tool to modernize Japanese payment infrastructure while preserving domestic monetary influence across Asia.

Real-World Asset Tokenization Becomes National Priority

Beyond payments, the proposal heavily emphasizes tokenization of traditional financial assets.

Japan specifically identified:

  • Real estate tokenization
  • Commercial receivables
  • Unified on-chain settlement systems
  • Blockchain-based financing rails

as core targets for development under the new framework.

The strategy aims to connect trading, financing and settlement into integrated programmable infrastructure capable of operating continuously across digital markets.

Japan Targets Pan-Asian Settlement Leadership

The LDP also outlined plans for an “Asia Policy Dialogue Framework for AI and On-Chain Finance.”

The proposal includes a “Global SC Corridor Concept” focused on cross-border settlements using yen stablecoins.

Analysts said Japan aims to become Asia’s regulatory and infrastructure leader for compliant on-chain finance.

Public-Private Coordination Accelerates

Following party approval, the LDP is urging Japan’s Financial Services Agency to create a five-year implementation roadmap.

The roadmap will cover regulation, infrastructure deployment and public-private investment coordination.

Lawmakers are expected to begin drafting legislation and regulatory guidelines in the coming months.
